As Executive Director of both the Association of South Texas Communities and Texas for NAFTA and as a member of the Border Trade Alliance, the Committee for Free Trade, the Committee for Trade Expansion, and the USA-NAFTA, Haynes travelled extensively throughout the US and Mexico, sharing his expertise with thousands of legislators, business people, political action groups, and industrial development organizations.
An Honors Graduate of California State University at Sacramento, Haynes' many recognitions include Kiwanis International Rookie of the Year, the Laredo Chamber of Commerce "Un Poquito Mas" Award and the Jaycees' Outstanding Young Man of America honors.
In addition to his NAFTA-related directorships, Haynes has served the United Way as President, the Texas Good Roads Association on its Executive Committee, and as a member of numerous organizations including the Laredo Development Foundation, Rotary International, Laredo Manufacturers' Association, and the Laredo Chamber of Commerce.
