NARRATIVE/JUSTIFICATION FOR JUDGMENT OF COMPLIANCE
Action: Texas A&M International University hereby provides the documents supporting the University’s approval to participate in student financial aid programs authorized by Title IV of the Higher Education Act of 1965, as amended (Title IV, HEA Programs).
The following process was followed to receive eligibility to participate in Title IV, HEA Programs:
- Correspondence from Mr. Charles Johnson, Dallas Area Case Director for the U.S. Department of Education, indicated that “Our analysis of the materials which you submitted, indicates that the Institution meets the minimum requirements of institutional eligibility, administrative capability, and financial responsibility as set forth in 34 CFR Parts 600 and 668.”
The Program Participation Approval Transmittal letter was then submitted to the Department of Education on July 17, 2003 (Program Participation Approval Transmittal Letter).
- Two copies of the Program Participation Agreement (PPA) signed by President Keck were submitted on August 5, 2003. In part, the PPA states “execution of this agreement by the Institution and the Secretary is a prerequisite to the Institution’s initial or continued participation in any Title IV, HEA Program.” This document was signed by Charles Johnson for the Secretary of the U.S. Department of Education on August 19, 2003. - The Approval letter from the Department of Education was received on August 19, 2003 and states:
“The Dallas Case Management Team is pleased to inform you that, based upon the information included in your Application for Approval to Participate in Federal Student Financial Aid Programs, the Secretary of Education (Secretary) has determined that Texas A&M International University (Institution) satisfies the definition of an eligible institution under the Higher Education Act of 1965, as amended (HEA).” (Approval Letter)
