* * INTRODUCTION * *
Texas Council of Faculty Senates is a federation of faculty senates, councils and assemblies at Texas public senior colleges and universities. Beginning in 1978, representatives of these groups were brought together in an informal network through the leadership of Frank Wright, Past-Executive Secretary of TACT. Meetings were held in conjunction with The Texas Association of College Teachers.
In 1983, the Council formed itself into an independent organization and formally ratified its constitution and bylaws. Texas Council of Faculty Senates meets twice a year in Austin to share faculty governance experiences and problems and to exchange ideas on higher education with agents of state government, members and staff of The Texas Higher Education Coordinating Board and others. Annual meetings have been scheduled to coincide with TACT and AAUP meetings. One meeting each year follows a meeting of the Coordinating Board.
All of the faculty governance organizations at state senior colleges and universities are members of Texas Council of Faculty Senates. In addition, those that pay dues, currently set at $300.00 per institution, have voting privileges.
Purposes include maintaining communication and coordinating among faculty governance organizations from different institutions; assisting faculty governance organizations in the discharge of their responsibilities in college and university governance; and representing them, primarily in matters of professional standards and academic responsibility, to government and other bodies.

Texas Council of Faculty Senates meets twice each year and is governed between meetings by a President and four elected vice presidents drawn from geographic areas of the state.

• If the president cannot fulfill his/her term, the President-Elect or Past President, whichever is on the Executive Committee, will take over the position of president.
The rules contained in the current edition of Robert’s Rules of Order Newly Revised shall govern the Council in all cases to which they are applicable and in which they are not inconsistent with this constitution and bylaws and any special rules of order adopted by the membership.
* POLICIES FOR EXECUTIVE COMMITTEE EXPENSES *
Recommendations for reimbursement of the Texas Council of Faculty Senates Executive Committee from Ad Hoc Committee composed of Larry Judd, Diane Kaplan and Randall Williams approved at Spring Meeting, 1997.
Officers are encouraged to seek reimbursement from their own college or University. When this is not a possibility, the Texas Council of Faculty Senates should reimburse officers for expenses required by the responsibilities of the office.
1. Biannual meetings:
A. Reimbursement, if required, should be based on actual costs.
B. The Texas Council of Faculty Senates does not reimburse expenses of meals.
C. Activities should be planned to insure that necessary duties are conducted, but that minimum costs are incurred.
2. Executive Committee Meetings:
A. Reimbursement should cover travel and lodging expenses.
* AREAS OF COOPERATIVE ACTIVITY *
Texas Council of Faculty Senates, representing senates, councils and assemblies at Texas’ senior public institutions, is in a unique position to transmit information to and from the local institution by providing a broader understanding and input to the Coordinating Board and its staff. In return, Texas Council of Faculty Senates receives information and reports of Coordinating Board actions that affect academic affairs and faculty interests. Close cooperation between Texas Council of Faculty Senates and the Coordinating Board is in the best interest of both groups and of all college/university faculty in Texas.
Faculty need to have the opportunity to discuss the issues and to directly participate in positions, policies and procedures that affect their academic responsibility. Texas Council of Faculty Senates will provide resources to study any issue on which the Coordinating Board requests faculty views and will investigate topics of our choosing that we believe may need clarification or study. Texas Council of Faculty Senates will provide personnel to read the codified Coordinating Board policy manuals and review them.
Communication between Texas Council of Faculty Senates and the Coordinating Board will improve our ability to work together. The Coordinating Board agendas and reports can now be found on their web page. Their web page address is: www.thecb.state.tx.us/
Joint meetings of the Executive Committees of the Texas Council of Faculty Senates and the Council of Public University Presidents and Chancellors were initiated to share information and discuss areas of mutual concern. Members of the Executive Committee were invited guests at a meeting of the Council of Presidents for a legislative briefing and presentation of the Back to Basics Initiative in Spring, 1997. Proposals for additional activities have been made and are expected to occur.
* SUMMER FELLOW INTERNSHIP PROGRAM *
Faculty interns at the Coordinating Board learn firsthand how decisions are made and how they are implemented. Although the internships last only a week, the positive results last a long time. At the same time, the Coordinating Board staff benefits from contact with a working faculty member. In some cases, interns will also assist the Coordinating Board staff in the discharge of their responsibilities. Thus, the interests of the Coordinating Board and of Texas Council of Faculty Senates are served through the program. This internship program should be formalized according to the following schedule:
The division of senior colleges and universities will present Texas Council of Faculty Senates with a list of weeks during which assignments will be available. The list will include a description of the staff or Board activities and any specific objectives for the intern during that week.
Texas Council of Faculty Senates will publicize the internship opportunities and recommend qualified faculty members according to the procedures in Texas Council of Faculty Senates’ bylaws.
The interns will serve one week beginning at 9:00 A.M. on Monday at the Coordinating Board offices. The intern will meet Coordinating Board staff to discuss Board policies and procedures, attend staff meetings that do not involve confidential information, review written documents (such as program requests and data reports) and respond to requests for assistance in Coordinating Board tasks.
Interns will receive financial assistance from the Texas Council of Faculty Senates. The amount will be approved by the Executive Committee. Some interns receive supplemental funding from their home institutions.

* COORDINATNG BOARD SUMMER * FELLOW PROGRAM APPLICATION
The Summer Fellow Program offers an unparalleled opportunity for full-time tenured or tenure-track faculty to learn about the role and functions of the Coordinating Board by serving alongside Board staff members in the Board’s Austin office. All Fellows will attend a one-week session in late May (between Spring and Summer sessions) for intensive orientation with Coordinating Board staff members. Given the specific plans of the Coordinating Board, Fellows will be given the opportunity to select a special project from a list of potential projects developed by the Coordinating Board which will be performed under staff supervision. Depending on the nature of the project, a second trip to Austin for a period of up to one week may be required. Financial assistance is provided for Summer Fellows through Texas Council of Faculty Senates with the amount to be approved by the Executive Committee. Applicants are urged to seek additional support from their home institution. Applications will be accepted between January 15, 2005 and March 1, 2005. Appointment of Fellows will be made jointly by the Texas Council of Faculty Senates Executive Committee and the Coordinating Board on or about April 1st.
