Alumni Spotlight

Congratulations to Dr. Elsa C. Ruiz ’76, who after 31 years of service to LISD, has accepted a position at the University of Texas in San Antonio as an assistant professor for the College of Education. “I love to teach, but I love to learn,” Ruiz said. “With this position I will be teaching teachers how to teach math,” she said.

Ruiz earned her Ph.D. in Curriculum and Instruction in Mathematics Education from Texas A&M in December 2006. Ruiz’s background is not much different from the average Laredoan. Her father was a laborer and her mother a homemaker. “I wanted to be a mentor to Laredo students,” she said. “If I can do it, so can they.”

Guillermo B. Cuellar began his career with the department in 1993 while he was a student at the University of Texas in San Antonio, where he earned a degree in Civil Engineering, as part of the department’s Summer Employment Program, which allows high school and college student to earn valuable on-the-job training while pursuing their education. Shortly after accepting full-time employment at the Laredo District in 2000, Cuellar joined the district’s rotation program, which provides Engineers in Training the opportunity to learn the multi-faceted career of an engineer within TxDOT.

As part of this program, Cuellar worked in the districts various departments, including laboratory, maintenance, environmental, transportation planning and development, transportation operations, plan review, and design and construction. In 2006, Cuellar earned a master’s degree in business administration from Texas A&M International University. Currently, Cuellar is the president of the District’s Young Engineer Council. Cuellar is married to Linda Cuellar. They have a daughter, Analee.
