A&M International's Garcia Addresses National Higher Ed Financial Exec Symposium

Joe Garcia, Vice President for Finance and Business at Texas A&M International University, addressed the Higher Education Financial Executives Symposium, "Change Management: Dynamics and Strategies" for the National Association of College and University Business Officers in Arlington, Va. Recently.

Garcia moderated and provided insight for a session entitled "Strategic Initiatives in Dealing with Change Management." Over 120 top executives from universities and colleges across the nation attended the three-day symposium Feb. 23-25.

Garcia's presentation dealt with the critical role of strategic planning in carrying out a legislative mandate to build the new A&M International campus including a major change in direction to a four-year University, dealing with new traditions, past challenges and political mandates on a remarkably accelerated schedule.

His presentation offered a chronological look back at the University's construction with concurrent shifts in infrastructure, mission and scope.

A member of the University's Executive Council since 1991, Garcia recently served as the University's interim president prior to the appointment of Dr. J.Charles Jennett as president in August.

He holds a BA in Political Science at Columbus College, Columbus, Georgia and is also a graduate of the Governor's Executive Development Program, LBJ School of Public Affairs, the University of Texas.

He is President-Elect of the Texas Association of State Senior College and University Business Officers. He is Chair of the Small Colleges and Minority Institutions Committee of the National Association of College and University Business Officers. He is Third Vice President of the Southern Association College and University Business Officers, He has also participated in accreditation team visits with the Southern Association of Colleges and Schools.

He serves on the Faculty Formula Committee of the Texas Higher Education Coordinating Board and is Secretary of the Texas Association of State Senior College and University Business Officers. He is a member of the Small Colleges and Minority Institutions Committee of the National Association of College and University Business Officers. He has also participated in accreditation team visits with the Southern Association of Colleges and Schools.

Active in community affairs, he is currently serving as a member of the Laredo Chamber of Commerce (Co-Chair Military Affairs Committee), board member of the Laredo Development Foundation and Mary Help of Christians Catholic School Board.

He is also a member of the Washington's Birthday Celebration Association, The Laredo Kiwanis Club (President 1983), and Division 26 Lt. Governor (1991 - 1992), Texas Oklahoma District, Kiwanis International.

He retired from the U.S. Army with the rank of Major. His more than 25 years of service include numerous command and staff assignments.

Active in community affairs, he is currently serving as a board member of the Laredo Chamber of Commerce (Co-Chair Military Affairs Committee), The United Way of Laredo Laredo's Borderfest (founding member), and Mary Help of Christians Catholic School Board.

He is married to the former Gloria E. Cruz. The couple has three adult children: Joseph Anthony; Veronica Ann, and Philip Edward.
