A&M International's Garcia Named President of SACUBO for 1999-2000

Texas A&M International University Vice President for Finance and Administration Jose Garcia has been elected president of the Southern Association of College and University Business Officers (SACUBO) for the 1999-2000 term.

This recent election follows his selection as president of the Texas Association of State Senior College and University Business Officers (TASSCUBO) for the 1998-2000 term, which became effective last September.

Founded in 1929, SACUBO, formerly known as the Southern Educational Buyers and Business Officers Association, aims to foster sound principles, effective and efficient practices and ethical conduct in business management. The Association has over 900 members from a 14- state region of the country.

SACUBO recently held its 71st annual meeting in Dallas with a theme "Make Your Mark" and included discussion topics such as "Linking Strategic Planning and Budgeting," "Foundation/Endowment Management," "Diversity in a Changing Climate: Post Hopwood," "Tuition Discounting," and "Hope Scholarship." Some 468 members attended the three-day meeting.

Garcia said among SACUBO's challenges for the year 1999-2000 are technology issues on campuses, the emerging "corporate university," distance learning and the changing nature of student college populations.

Garcia, who has been vice president for finance and administration at A&M International since Sept. 1991, has held numerous key positions at the University since joining Laredo State University in 1980. He served as interim president from Jan. 1996 to July 1996 and vice president for business and support services from Sept. 1988 to Sept. 1991.

He has also served as business manager/chief fiscal officer and director of physical plant. He served in the U.S. Army in numerous staff and command positions rising from the grade of Private to Major during a 25-year career.

He holds a bachelor of arts degree in political science from Columbus State University and has completed the Governor's Executive Program at the University of Texas, attending the LBJ School of Public Affairs there.
