Professors' Paper on Privatization Published

Dr. Rafael A. Lecuona and Dr. Nasser Momayezi, both professors in Texas A&M International University's Department of Social Sciences, examined Costa Rica's privatization of electricity and telecommunications efforts. Their findings were recently published as "Privatization in Costa Rica: Political and Economic Impact" in the International Journal on World Peace.

Their article explained that while the socialist, state-run country will agree to privatization or denationalization on paper, the reforms will not bring about dramatic differences. The current utilities monopolies will be slightly changed in structure and established as two new entities, one for electricity and one for telecommunications. Although these entities will be empowered to contract out to private companies, they will still maintain 51 percent ownership and the Board of Directors will be appointed by the Council of Government, the executive power of Costa Rica, thus ensuring the political elite retain control.
