An expert on the Fourth Amendment will speak at the next professional development course, “Privacy, Border Searches and the Fourth Amendment” onWednesday, June 17 from 6:30 – 8 p.m. at Texas A&M International University’s Lamar Bruni Vergara Science Center 102.

This lecture is free and open to the public, but first responders are highly encouraged to attend.

Adolph Thomas, course instructor, is a retired Texas Department of Public Safety chief and instructor on Fourth Amendment and other constitutional issues. He has served as an expert witness on issues of search and seizure and other constitutional rights.

“The briefing will focus on presenting participants with underlying right to privacy issues in light of the United States’ mission to defend homeland and hometown security,” said Dr. Claudia E. San Miguel, director of TAMIU’s criminal justice program.

“Also, the Fourth Amendment will be examined along with diminishing expectations of privacy in a post-9/11 world. In particular, diminishing rights to privacy will be examined along the border and the constitutionality of border searches will be discussed,” Dr. San Miguel added.

The Fourth Amendment prohibits “unreasonable searches and seizures” and must be based on suspicion that a particular individual is engaged in wrongdoing.

This course is presented as part of a comprehensive program designed to provide the training and expertise required for personnel working to secure the nation’s southern border. Partners include TAMIU, the Texas National Guard, Laredo Community College, and various federal, state and local law enforcement agencies.

Texas Commission on Law Enforcement Officer Standards and Education training hours will be awarded to law enforcement community members who attend.
