It has been an exciting year for
us at the Instructional Technol-
ogy and Distance Education
department with the full imple-
mentation of a new learning
management system (LMS). We
fully implemented Blackboard
Learn on August 17, 2015. A
group of faculty members pi-
loted the new LMS in both spring
and summer semesters of 2015.
This pilot and the Blackboard
workshops held by eLearning
helped to make a smooth transi-
tion from ANGEL to Blackboard.
You can access Blackboard
through the main TAMIU website,
Uconnect or through the direct
web address:

ing.tamiu.edu. The logins are
authenticated through the TAMIU
Central Authentication Service
(CAS) using faculty and students’
TAMIU credentials.
Blackboard is utilized in all types
of courses at TAMIU: online, hy-
brid, and face-to-face. The orga-
nizations feature in Blackboard
allows colleges and departments
to communicate and collaborate
with the members of their com-
munity group.
The Office of Instructional Tech-
nology and Distance Education
Services strives to revolution-
ize the efficiency of inclusion
through Universal Design. As
part of these efforts, we work
collaboratively with Disability
Student Services to ensure ac-
cess and inclusion in online and
face-to-face courses for students
of varying abilities. Specifically,
the use of REV has been one the
most effective means to provide
professional and accurate cap-
tions and transcripts of audio
media used in the classroom.
Audio media including but not
limited to videos, lectures, and
documents are made accessible
to not only meet Quality Matters
and Web Content Accessibility
(WCAG) 2.0 Guidelines, but also
Section 508, and Americans with
Disabilities Act Amendment Act
of 2008 (ADAAA), and Section
504 regulations on accessibil-
ity. Remaining in compliance of
such guidelines and regulations
requires the use of efficient
services such as those provided
by REV. When videos are lengthy
or needed right away REV.com is
the partner of choice for creating
captions and transcripts. REV is
able to provide TAMIU with excel-
lent services in a speedy and
efficient manner. When captions
and transcriptions are completed
by REV, then the OIT Instructional
Technology in-house personnel
completes the process steps to
put the fully captioned video and
its transcript within the course
on the Blackboard Learning
Management System. The eL-
earning department encourages
