Golf/Utility Carts

The following procedures and regulations have been created to establish proper safety procedures; identification and registration; parking; routes; and access for Slow Moving Vehicles operated on or off University property when conducting University business and to provide a safe environment for students, faculty, staff, and University visitors.

Definition

Slow Moving Vehicles include golf carts and utility type vehicles such as Mules, Gators and Rangers, which have no less than four wheels, a maximum speed of 25 mph, and are used by departments, contractors and private partners to move people and materials on or off University property when conducting University business. This definition applies to electric or gas-powered SMVs. Vehicles not licensed via the Texas Traffic Code must be governed (via speed control mechanism) to not exceed 25 mph. Personally-owned SMVs are prohibited from operating on University property. Personal mobility devices are not classified as SMVs.

Standard Administrative Procedure (SAP) - Use of Golf / Utility Carts

Training

Training is conducted by our office on a regular basis and includes both classroom and hands-on components. Training is prioritized for individuals in offices that own a golf/utility cart and are listed in the eligible positions table below. Please also note that refresher trainings are provided on an as-needed basis at the discretion of EHS or upon request of a department supervisor.

To enroll or request certification, all individuals must complete the following: Golf/Utility Cart Training Request Form

Golf/Utility Cart Operational Requirements:
  • Valid driver's license
  • Approval from Department Head or Supervisor
  • Current TAMIU faculty, staff, or student employee
  • At least 18 years old
  • Completion of classroom training and skills evaluation
  • Department must own a golf/utility cart*, and
  • Individual must be listed on Eligible Positions table (below)*

*limited exceptions granted based on need

Safety Reminders:
  • Only certified/trained individuals may operate a TAMIU golf cart
  • Do not carry more passengers than there are seats*
  • Utility beds must not be used for carrying passengers
  • Operators must yield to pedestrians at all times
  • Passengers must remain seated while the vehicle is in motion
  • Cellphone use by the driver is prohibited during operation
  • Those operating the cart in an unsafe manner may have their privileges revoked

*or the maximum capacity as dictated by the manufacturer

New Vehicle Registration

If your office/department obtains a new or replacement Golf/Utility cart or other vehicle (e.g., passenger van), you must notify EHS as early as possible and provide the following vehicle information:

  • Make
  • Model
  • VIN, and
  • Purchase price
