Dr. James O'Meara

Hello, I’m Professor James O’Meara, Dean of Global & Community Engagement at Texas A&M International University.

In Summer 2025, we united three core offices—Global Initiatives, the LBV Literacy Partnership, and Continuing Education—into one coordinated team. We did so because, at TAMIU, we believe “a university fulfills its highest calling when it becomes a social catalyst—a place where global knowledge serves local communities, and where those who think globally act locally.” Together, we advance change and connection across our region, state, nation, and the world through the work of our students, faculty, and staff.


GCE Team Mission

To inspire and empower communities across the region, state, country, and world to achieve academic success, drive social impact, and build global connections that spark positive change.

We serve in three simple ways: we link partners, we gather voices, and we open doors. We are:

  • Connectors: We bring campus strengths into partnership with community priorities and global allies.
  • Conveners: We provide spaces where every voice is heard and every partner is respected.
  • Creators: We design learning opportunities that fuel career advancement and personal growth—so each person leaves stronger and returns home to inspire others to reach beyond what they thought possible.

Fostering Partnerships for Change

We begin by listening. We build relationships with community partners—and with philanthropies, government, industry, and peer institutions—aligning goals and co-designing work that serves both our learners and the communities they serve. We open pathways for shared projects, visiting scholars, and virtual exchange so ideas and opportunities move freely. We lower barriers to access, support learners from success, and link real-world projects and micro-credentials to foster career mobility and meet community needs. We elevate and celebrate the impact of our students, alumni, faculty, staff, and research centers—because their example calls others to act.

Supporting Success for All

We contribute to a campus culture that is supportive and responsive to students’ needs and aspirations. We weave civic responsibility into learning and engagement so that service, dialogue, and shared problem-solving become part of coursework and co-curricular life—until leadership becomes a daily habit for all.


Our Three Core Initiatives:

True partnership rests on reciprocity.  Through engagement - local, regional, national, and global - we co-create and share knowledge that enriches scholarship and teaching, prepares engaged citizens, strengthens civic responsibility, addresses urgent challenges, and improves lives in the communities we serve.

Learning belongs to all people, at every age, in every place - in families, schools, workplaces, and communities; through formal, non-formal, and informal pathways.  Guided by a global vision of lifelong learning, we recognize skills gained beyond the classroom, build cross-sector pathways, and create flexible programs that help individuals unlock their potential and achieve their goals.

Literacy is a lifelong journey - the power to identify, understand, interpret, create, and communicate in an ever-challenging, digital world.  We strengthen reading, writing, numeracy, and the wider capacities of digital and media literacy and job-ready skills so learners can adapt, contribute, and lead.

The Office of Global and Community Engagement is a member of the World Affairs Councils of America, the largest national non-partisan network of 90 Councils in over 42 states working on deepening their communities' global perspective.
